Training Specialist for the Centers for Medicare and Medicaid Services - (Remote)

CSS Federal is seeking a Training Specialist who will develop training modules and conduct training specific to the operations and aims of the PALS initiative. The communications/trainer will also serve as a resource to the students and facilities to answer questions throughout the initiative to address concerns so that momentum won’t be lost due to dropout. The communications/trainer will conduct an initial in-person training (one day with the school / one day with the facility) to describe the objectives, roles, and responsibilities of participants, what to expect, etc. Additionally, as feedback and QI are incorporated, the communications/trainer will update materials to incorporate lessons learned and conduct refresher training. As participants drop out and new participants are introduced, the communications/trainer will provide ad hoc training sessions to get everyone equipped. The communication/trainer will also provide the final training closeout at the end of the project.
Responsibilities:

Design and develop ILT and E-Learning courses that incorporate adult learning principles and standard instructional design processes

Utilize multimedia technology and authoring tools (MS Word, PowerPoint, Adobe Captivate, Articulate Story Line, or similar tools) to create courses

Convert internal content (presentations, webinars, documentation) into E-Learning content

Conduct ILT and E-Learning including Webinar
-
Work both independently and cross-functionally with subject matter experts to shape effective instructional content using realistic business examples and appropriate hands-on activities
-
Manage the development and implementation of software training in absence of a Training Manager
-
Identify and implement training best practices using lessons learned, industry standards, and client feedback
-
Develop a high-quality technical training curriculum to be delivered in person, online, and or via self-paced individual developmental learning.

Perform quality reviews of work products
Qualifications:
-
Bachelor's Degree in technical communications, information technology, computer science, or a related field
-
U.S. citizenship required
-
5 years of experience designing and developing ILT and e-learning-related courses
-
5 years of experience delivery of training materials
-
Experience working with software implementations and understanding what goes into training users on a new application
-
Experience with needs assessments, course development and design, and presentation/facilitation of professional training courses
-
Excellent analytical and writing skills with a demonstrated aptitude for creating instructional content for both a technical audience and a business user audience
-
Experience in Adobe Captivate preferred

Familiarity with 508 compliances and Agile development preferred

Proficiency and advanced skills in MS Word, Excel, PowerPoint, Outlook, Adobe Connect, and Microsoft SharePoint

Project Manager for the Centers for Medicare and Medicaid Services - (Remote)

CSS Federal is seeking a Project Manager who will lead and oversee support in the areas of planning, organizing, managing, coordinating, and tracking programs operations and activities from planning to completion. This includes schedule management, report management, cost/schedule/performance monitoring, and risk and issue management. The Project Manager works closely with our federal counterpart to understand and fully support the program needs by bringing value through systems and projects. The Project Manager must coordinate across an Integrated Product Team (IPT) consisting of application developers, training specialists, survey subject matter experts, data analytics, and other specialized stakeholders to deliver program support in a coordinated and clearly communicated fashion.
Responsibilities:
-
Understand all the activities within the Project and ensure coordinated action among tasks and activities.
-
Provide management, development, and supervision to a team of up to 8 staff. Coach and mentor resources; resolve performance issues; provide performance feedback in scheduled reviews; manage time sheets for direct reports; manage work quality, work allocation, and work satisfaction for the project team. Maintain position descriptions and conduct interviews for new team members as necessary.

Establish relationships and communication channels with the customers.
-
Integrate plans across the various programs and products, and understand activities and processes occurring outside the project that may impact smooth operations.
-
Ensure standardization is established by the contract and/or is followed across all program activities; correct and report on any issues with deviation from the standardization.
-
Facilitate information sharing and coordination across project team members, including program-level team meetings, management meetings, status meetings, and other ad hoc meetings.
-
Design, develop, contribute to, and maintain program and project management-related documents which could include but are not limited to: program charter, program process agreement, program roadmaps, risk register, issues list, action items, decision log, and retrospective logs.

Communicate with other contractors to solve issues and ensure alignment of priorities.
-
Analyze project pain points and gaps and make process improvement recommendations; implement recommendations as required; Establish and maintain a repository of project-related documents.

Provide ad-hoc reports to address topics or issues as requested by the client. These include but are not limited to white papers, options papers, executive summaries, and SBARs (Situation, Background, Assessment/Alternatives, and Recommendations).

Communicate from a Project level with staff on various topics including but not limited to meeting topics, status reports, risks, issues, mitigation strategies, release planning, etc.

Perform quantitative and qualitative risk analysis of identified risks on a schedule determined by the client.
-
Assist CMS management and staff in preparing responses to positive and negative risks, opportunities, or threats.
-
Document lessons learned prevention plan or exploitation plan from resolved risks and issues or opportunities in an accessible manner for the use of staff and stakeholders.
-
Serve as a strategic partner with CMS and drive programs toward overall strategic objectives.

Contribute to CSS Corporate Business Development efforts, including planning, evaluating, and responding to Requests for Information (RFI) and Request for Proposal (RFP) from various government agencies as well as contract management documentation such as PMR reporting as requested.
Qualifications:

Experience within the Federal Space is required (familiar with Government Contracting)

5 -7 years in program management, managing multiple projects.
-
3-5 years of project management experience minimum.
-
Experience working across integrated program teams.
-
Understanding of CMMI ML3 processes is preferred.

Experience working with agile implementations.
-
Strong analytical experience and experience putting in place new processes/procedures to enhance business functions.

Ability to coordinate a team and provide direction for their personal development.

Demonstrated skill in the management and control of schedule, funds, and resources.

Demonstrated ability in managing complex programs and multiple projects at the same time.
