Winning Awards for CMS

As part of our C&T JV, we assisted the components in CMS' Financial Management Systems Group (FMSG) to support their individual business functions and IT Systems. CMS FMSG manages one of the largest and most complex financial systems in the world. While overseeing the processing of millions of records daily and approximately $1.4 trillion in payments annually, it is essential that the supporting technology perform flawlessly for CMS to fulfill its important national mission. We have provided technical and architectural support for the HIGLAS program continually since 2012. Key initiatives included mitigating a critical 20-year-old material audit finding for CMS’ main accounting system, HIGLAS. In addition to HIGLAS and esMD, we also supported several of FMSG’s legacy systems and other e-Health initiatives. Our work included Oracle financials and Hyperion expertise, business process reengineering, Oracle database support, requirements formulation, software development, implementation, testing, research, analysis, and post-implementation support. CSS Federal also provided security support to include incident response, accreditation support, and NIST compliance. As a result of our efforts, HIGLAS was awarded a “Certificate of Appreciation” from Department of Health and Human Services on February 28, 2019 and the program received a 2019 Federal Health Innovation Award from G2X.​

Creating New Systems at DOE

As part of our C&T JV, we helped design, create, and implement the DOE's EERE Program Information Center (EPIC). We created a single, modern, cloud ready system, that leverages emerging technologies to replace the functionality of six legacy systems/modules. EPIC provides the capability for EERE to manage its entire funding opportunity and award lifecycle, through announcement of funding opportunity development, publishing, award selection and notification, project management, monitoring, and closeout, portfolio management, and budget planning and execution. We implemented an Agile multi-release approach also which provides an opportunity to introduce defect fixes and feature enhancements as part of a subsequent planned release, thereby utilizing resources efficiently. We also supported the entire value stream of work from feature and user story development, coding and systems development, testing, and production support, including help desk, training, and operations and maintenance-related activities.

Modernizing Systems for USDA

As part of our C&T JV, we supported USDA’s Farm Production and Conservation (FPAC), providing service desk, infrastructure support, DevOps maturity, and testing services. During this time, C&T has become a highly trusted partner known for collaborating closely with FPAC to implement process maturity, high quality service delivery, and improving process efficacy. The USDA FSA administers and manages farm commodity, credit, conservation, and disaster and loan programs as authorized by Congress through a network of federal, state and county offices. FSA's administrative and programmatic functions are supported by a large network of automated systems that are maintained by its Office of the Chief Information Officer (OCIO). FSA's OCIO is also responsible for developing IT support for new programs, replacing existing programs and modernizing existing platforms and systems. We have helped USDA's Farm Production and Conservation Business Center (FPAC-BC) develop modernized solutions to meet the needs of our farmers and ranchers, and our county office users that support them. Our work also impacts domestic and international food aid efforts via cost effective COTS-centric Service Oriented Architecture (SOA)/hybrid solutions that integrate custom software components to maximize the benefits of both COTS and custom development platforms.
